A cargo ship carrying approximately 40,000 tons of low-sulfur Russian gasoil is headed to Morocco. The shipment departed from the Russian port of Primorsk on the Baltic Sea on Tuesday, following recent U.S. decisions to ease some restrictions on Russian oil product exports. Details regarding the importing company, destination port, and commercial value of the cargo, as well as the expected arrival date in Morocco, are not available.

This shipment is among the first recorded exports since the partial lifting of restrictions on Russian gasoil, which came into effect on October 10. The move follows a U.S. Treasury Department's Office of Foreign Assets Control (OFAC) license allowing specific transactions related to the sale, transport, and import of Russian gasoil, which had previously faced restrictions due to economic sanctions on Moscow.

The shipment coincides with recent increases in fuel prices at Moroccan distribution stations, with the price per liter exceeding 16.30 dirhams in early October. Price variations across different distribution networks and cities have raised questions about how international price fluctuations will affect domestic fuel prices, especially with the return of Russian supplies to the global market.

Morocco's engagement with Russian gasoil suppliers is not new. In 2023, the country increased its imports of this product, benefiting from shifts in the global oil trade landscape following the Russia-Ukraine conflict and the European Union's ban on seaborne imports of Russian oil products. This ban has pushed Moscow to seek alternative trade routes in Africa, Asia, and Latin America.

In March 2023, Nadia Fettah Alahi, Morocco's Minister of Economy and Finance, revealed that Morocco's imports of Russian gasoil rose by 13% from January 1 to February 27, 2023. The competitive pricing of these imports sparked a debate about the profit margins of fuel companies and the potential benefits to consumers.

CONTEXT: The easing of U.S. restrictions on Russian oil product exports and Morocco's increased engagement with Russian suppliers highlight the evolving dynamics of global energy trade. These developments are significant as they impact fuel prices and availability, both in Morocco and globally, and reflect broader geopolitical shifts in response to the Russia-Ukraine conflict and related sanctions.
