Ukraine's Starlink Connection Still Limited Despite Trump's Claims

Ukrainian President Volodymyr Zelenskyy confirmed on Friday that his country continues to face limitations on its military-grade Starlink connection, contradicting claims made by former U.S. President Donald Trump the day before. Trump had asserted that SpaceX CEO Elon Musk had lifted the speed caps that had been restricting Ukraine’s drone capabilities.
Zelenskyy stated that the speed limits on both Starlink and Starshield, the military-grade space and communication network, remain in place. He emphasized that the speed has not been restored, which has become a significant issue as Russia continues its daily strikes on Ukraine.
Ukraine is still awaiting the delivery of missile interceptors from the U.S., which Zelenskyy described as a critical problem. The limitations on Starlink have been particularly challenging, as connections through Starshield have failed when drones exceed speeds of about 100 mph, according to Ukrainian officials.
Trump's claim that Musk had restored the connectivity was made during a press conference on Thursday. However, neither Trump nor Musk has taken responsibility for the caps that were imposed on Ukraine’s Starlink connectivity. These caps were implemented after both Trump and Musk criticized Zelenskyy for approving strikes on Russia’s oil refineries, which has impacted U.S. energy costs.
Serhii Beskrestnov, a military expert advising Zelenskyy, noted that there are isolated instances where Starlink operates at higher speeds than the imposed caps. However, he attributed this to SpaceX’s algorithms or specific conditions of use, rather than any lifting of the restrictions.
Calls for an investigation into Musk’s role in the Starlink speed caps have been bipartisan. Republican representatives, including Brian Fitzpatrick of Pennsylvania, Mike Turner of Ohio, and Senator Kevin Cramer of North Dakota, have pushed for a congressional investigation. Senator Adam Schiff of California has also called for Musk to testify before Congress, highlighting the serious implications of the decision to slow down satellite speed and access for Ukraine.
Since the throttling began on October 14, both the Trump administration and Musk have remained silent on the issue.
**Context:** The ongoing limitations on Ukraine’s Starlink connectivity have significant implications for the country’s defense capabilities, particularly in the face of Russia’s persistent attacks. The situation underscores the critical role of satellite communication in modern warfare and the potential impact of external influences on such technologies.
