On October 4, 2026, Egypt hosted a summit in El Alamein, bringing together the leaders of Sudan, Somalia, and Eritrea to address regional security and political challenges, primarily stemming from Ethiopia's ambitions to access the Red Sea.

The summit, the first of its kind, was attended by Egyptian President Abdel Fattah El-Sisi, Eritrean President Isaias Afwerki, Somali President Hassan Sheikh Mohamud, and the Chairman of the Sudanese Sovereignty Council, Abdel Fattah Al-Burhan. The meeting followed escalating tensions with Ethiopia, including the severance of diplomatic relations with Asmara and the expulsion of a diplomat from Cairo.

A diplomatic source revealed that the four-nation coordination aims to counter threats from a front comprising Israel, Ethiopia, and the Rapid Support Forces in Sudan, as well as the authorities of the breakaway Somaliland region. Sudan faces harm from continued support for militias fighting its army, while Somalia grapples with Israeli and Ethiopian activities in Somaliland, which Mogadishu considers part of its territory. Eritrea fears that Ethiopia's push for a Red Sea outlet could directly threaten its sovereignty, decades after gaining independence from Ethiopia in 1993. Egypt, meanwhile, views Ethiopia's insistence on new Nile water arrangements, coupled with its Red Sea maneuvers, as a significant risk to its interests, including the security of the Suez Canal.

Egyptian sources warned that Ethiopia's insistence on reaching the Red Sea could escalate the dispute from a commercial arrangement conflict to a broader regional confrontation. Concerns are heightened by Ethiopia's perceived shift towards military solutions and the intersection of this crisis with disputes over Nile waters, Ethiopian-Eritrean tensions, and Israeli activities in the region.

Context: The summit underscores the strategic importance of the Red Sea and Nile water rights in regional politics. Ethiopia's pursuit of a Red Sea outlet and control over Nile waters poses significant challenges to the security and economic interests of neighboring countries, driving them to strengthen their alliances and coordination to address these threats. This meeting highlights the complex interplay of geopolitical interests and historical grievances in the Horn of Africa, with broader implications for regional stability and international relations.
