Egypt's Growing Concerns Over Palestinian Displacement from Gaza

Egypt has voiced increasing concerns that Palestinians may be forcibly displaced from Gaza, citing stalled agreements and continued Israeli control over large parts of the territory. These fears come amidst Israeli statements about potential relocation plans for Gaza's population.

Egyptian efforts to push Israel to withdraw from Gaza, facilitate reconstruction, and implement administrative arrangements have failed over the past year. The Egyptian government views this situation not just as a consequence of the conflict, but as a direct threat to its national security and the future of the Palestinian cause.

Despite mediation efforts by Qatar and Turkey, key commitments from the Sharm El-Sheikh summit held in October 2025 remain unfulfilled. These include the completion of the Israeli withdrawal, ensuring the flow of aid, and beginning reconstruction efforts. The summit, attended by U.S. President Donald Trump, Egyptian President Abdel Fattah el-Sisi, and other leaders, aimed to solidify a ceasefire in Gaza and create conditions for recovery and stability.

Egyptian efforts to engage with mediators, particularly Qatar and Turkey, to push Israel to implement the agreement have not achieved key objectives. These objectives include the withdrawal, reconstruction, and the establishment of an international stabilization force, as well as enabling the Gaza Administration Committee to function. The source attributed the delay in part to the Iranian conflict, which has reduced U.S. pressure on Israel, allowing it more leeway to evade its commitments.

The delay has affected not only the implementation of the agreement but also the arrangements needed to ensure the Palestinians' continued presence in Gaza. The Technical Committee, formed in January 2026 and led by Ali Abdul Hamid Shath, has yet to begin its work. This is compounded by ongoing violations and Israel's rejection of the roadmap agreed upon by Palestinian factions in June 2026 for completing the second phase of commitments.

In September 2025, Israeli Defense Minister Yisrael Katz announced that the Israeli government has prepared plans for the displacement of Palestinians, awaiting U.S. determination of a suitable destination. This announcement has heightened Egyptian concerns, as it suggests a potential shift from a hypothetical threat to an imminent reality.

Egypt's fears are compounded by the ongoing humanitarian crisis in Gaza, exacerbated by the Israeli blockade and recent conflicts. The United Nations and other international organizations have warned of a dire situation, with basic services and infrastructure severely compromised. The lack of progress in implementing the Sharm El-Sheikh agreements has further complicated efforts to address these issues, leaving the future of Gaza's population uncertain.

CONTEXT: This situation highlights the broader geopolitical tensions in the Middle East, particularly the Israeli-Palestinian conflict and the regional implications of the Iranian conflict. The failure to implement agreements and the potential for large-scale displacement raise significant humanitarian and security concerns for Egypt and the international community.
