TALLINN, ESTONIA — Estonia's parental leave reform, introduced in 2004, has significantly increased the likelihood of families having second or third children, according to a doctoral thesis defended at Tallinn University. The reform also shortened the intervals between births.

The study, conducted by Sanan Abdullayev, revealed that while the reform encouraged people to have more children, it did not necessarily lead to fathers taking primary responsibility for childcare. The reform was designed to provide financial support to families, and many fathers applied for the benefit primarily for economic reasons.

The reform allowed for shared parental leave, but this did not translate into a significant increase in fathers taking time off work to care for their children. The primary benefit of the reform was the financial support it provided to families, which encouraged them to have more children.

Abdullayev's findings highlight the impact of financial incentives on family planning decisions. The reform's success in boosting birth rates underscores the potential of such policies in addressing demographic challenges.

CONTEXT: Estonia's parental leave reform is a significant policy intervention aimed at addressing demographic challenges. The reform's impact on birth rates and family planning decisions provides valuable insights into the effectiveness of financial incentives in promoting population growth.
