Lebanon's electricity sector, currently producing around 950 MW, is set for a significant upgrade with a 3000 MW project proposed by Qatar. The project aims to address the country's chronic power shortages, which have long plagued its economy and daily life. The proposal comes as Lebanon's electricity production struggles to meet demand, with current output failing to exceed 1200 MW.

The Qatar project seeks to add approximately 3000 MW of generating capacity, a significant increase from the current output of around 950 MW. This would include both thermal and renewable energy sources, aiming to provide a more stable and sufficient electricity supply. The current thermal power plants, including those in Zouk, Jiyyeh, Deir Ammar, Zahrani, Sur, and Baalbek, operate at limited capacity due to fuel costs and maintenance issues.

The hydroelectric plants, which include the Litani, Qadisha, Ibrahim, and Rashmieh, contribute around 450 MW to the grid. However, the overall production is insufficient to meet the country's demand, estimated at around 3000 MW. The limited output is largely due to high fuel costs, which constrain the operational hours of thermal plants.

To implement the Qatar project, Lebanon is considering a Build-Operate-Transfer (BOT) model. This approach allows for the execution of projects without initially burdening the national treasury with capital investment costs. However, it requires clear financial commitments and guarantees in the contracts to ensure the sustainability of the project and protect public funds.

The proposed BOT model has gained support from key political figures, including Prime Minister Najib Mikati and Speaker of the House Nabih Berri. Their endorsement is crucial for advancing the project, which aims to overhaul Lebanon's electricity infrastructure and address long-standing issues in the sector.

CONTEXT: Lebanon's electricity sector has long been plagued by inefficiencies and shortages, which have had a profound impact on the country's economic development and quality of life. The proposed Qatar project represents a significant opportunity to modernize the sector, enhance energy security, and support economic growth. However, its success will depend on effective implementation, financial sustainability, and political stability in Lebanon.
