Morocco's Exchange Office Investigates African Investments

Morocco's Exchange Office has initiated comprehensive audits into investments by African businesspeople and companies, following indications of potential irregularities in foreign funding transfers and their utilization within the country. The investigations focus on projects showing discrepancies between transferred funds and actual investment values, as well as those that stalled despite significant financial inflows.
The audits, which began recently, cover investment files totaling approximately 230 million dirhams, or 23 billion centimes, involving projects and companies linked to investors from Senegal, Mali, Mauritania, and Côte d'Ivoire. The Exchange Office is verifying the sources of foreign funding, tracking their transfer routes through banking channels, and matching the declared amounts with recorded expenses and investments.
Some files under scrutiny have raised concerns due to the lack of correlation between the volume of funds transferred from abroad and the actual progress of investment projects. This discrepancy has led investigators to expand their examination to include contractual, accounting, and banking documents related to these operations.
The audits also aim to scrutinize the financial relationships between companies benefiting from foreign investments and their shareholders and business partners. This is to ensure that there are no fund transfers or transactions redirecting part of the financing to unrelated parties.
The investigations have also focused on operations involving multiple accounts and the intervention of financial intermediaries and companies linked to the investors in question. The audits have shown particular interest in identifying the ultimate beneficiaries of investments in three companies: two specializing in importing cosmetics and one involved in managing and operating restaurants and hotels.
There are suspicions that multiple corporate structures may have been used to conceal the identities of controlling parties and beneficiaries of the transferred funds.
CONTEXT: This investigation is significant as it highlights Morocco's efforts to ensure transparency and accountability in foreign investments, which are crucial for the country's economic development. The audits aim to safeguard the integrity of financial transactions and prevent potential misuse of funds, thereby fostering a stable and trustworthy investment environment.
