Spain's King Visit to Ceuta Tests Morocco Relations

King Felipe VI of Spain and his wife visited Ceuta on October 12, 2023, sparking diplomatic tensions with Morocco. The visit comes amid heightened political and electoral tensions in Spain, following a mass migration incident in July. Morocco has rejected Spain's attempts to legitimize its occupation of Ceuta and Melilla, describing the current migration cooperation model as outdated.

Morocco's King Mohammed VI, in a speech opening the first session of the legislative year, condemned irresponsible statements and political exploitation of the migration issue. He emphasized that Morocco's partnership in migration is voluntary and not subject to pressure or blackmail.

Khalid Chiat, a professor of international law and relations at Mohammed I University in Oujda, stated that no visit or initiative can legitimize the occupation of Ceuta and Melilla. He noted that such visits aim to normalize Spain's presence in the territories, which Morocco views as occupied.

Chiat explained that occupying powers often seek to justify their control over territories, regardless of legal and historical realities. He highlighted internal Spanish social and political factors that perpetuate the status quo, despite the underlying territorial dispute.

Spain's far-right parties have exploited the migration crisis to criticize Morocco, questioning its reliability as a partner. The incident has raised concerns about the future of Spain-Morocco relations, which have been stable in recent years.
