By 2025, 143 of 154 developing countries had initiated a process for a National Adaptation Plan, but the implementation of these plans has lagged. Many developing countries face significant challenges in turning their climate adaptation priorities into tangible, on-the-ground results.

Key obstacles include insufficient institutional capacity, inadequate project preparation, and limited financing. These issues hinder the translation of national plans into effective strategies and bankable projects.
