Abu Dhabi Streamlines Business Operations for Faster Startups

Abu Dhabi has launched a new initiative to expedite the process for new businesses to begin operations, aiming to reduce the time between investment decision and operational start. The initiative, announced in September 2026, focuses on simplifying operational requirements and enhancing coordination among government entities and service providers.
The new measures build upon previous reforms, including a 71% reduction in requirements for establishing new commercial activities in 2021. This was achieved through a review of procedures and the elimination of redundant requirements, although it did not directly measure cost or time reductions. Additionally, in February 2022, the Abu Dhabi Department of Economic Development launched the 'Investor Journey' on the 'Tam' platform, integrating multiple approvals and services into a digital process. This included tools for selecting business activities, obtaining licenses, and opening bank accounts, with a partnership with 'Bank Al Mashreq'.
The latest phase concentrates on streamlining operational requirements, including approvals, permits, office setup, utility connections, and financial arrangements. This is done through closer coordination among relevant authorities to minimize the time needed to commence operations. The new service, 'Investment in Government Assets,' was unveiled at the Quality of Life and Investment Expo (LifeX), allowing investors to explore opportunities in government lands and assets and complete procedures digitally.
Experts, including economist Ahmed Adel, highlight that reducing wait times and clarifying requirements help businesses plan their activities and costs more efficiently, reducing administrative burdens. This, in turn, enhances Abu Dhabi's attractiveness to both local and foreign investors. However, expediting the start of operations requires addressing the entire process, not just the speed of obtaining licenses. Delays in setting up offices, utility connections, or completing other approvals can hinder progress. Therefore, coordination among government entities and service providers is crucial.
**Context:** Abu Dhabi's efforts to streamline business operations are part of a broader strategy to enhance its competitiveness and attractiveness as a business hub. By reducing bureaucratic hurdles and improving coordination, the emirate aims to create a more efficient and investor-friendly environment, supporting economic growth and diversification.
