The Palestinian government, through its Government Information Center, has published a report highlighting significant developmental and reformative interventions implemented between October 25 and October 31, 2026. The report covers various sectors, including energy, water, and social development, in both the West Bank and Gaza Strip.

In the West Bank, Prime Minister Dr. Mohammad Mustafa held a call with the Governor of Hebron and the city's mayor to address the needs of citizens amidst Israeli occupation forces' incursions and displacement operations. The Prime Minister directed relevant authorities to utilize available resources to meet urgent citizen needs. The Cabinet approved 1.5 million shekels in emergency support for Hebron's needs. Mustafa also chaired a meeting of the permanent Jerusalem Ministerial Committee, emphasizing the importance of coordinated efforts to bolster the resilience of Jerusalem's residents. The report also noted the receipt of the annual report from the Energy Authority for 2025, highlighting the government's priority on developing and sustaining the energy sector. Renewable energy production capacity reached approximately 400 megawatts, constituting 8.2% of total electricity consumption. Preparations are underway to rehabilitate the electricity system in the Gaza Strip, with equipment worth nearly 29 million dollars ready for delivery.

The Ministry of Foreign Affairs, along with the Governor of Hebron, briefed diplomats from various countries on the escalation of Israeli actions in Hebron and their humanitarian and economic repercussions. Palestinian embassies and missions worldwide were instructed to intensify diplomatic efforts to halt these violations.

In Gaza, the Water Authority continued field interventions, overseeing experimental pumping at the Reihan well in Deir al-Balah and coordinating maintenance and reactivation of the Zaytoun well, which serves around 10,000 people. The Water Authority secured a 12 million dollar grant from the Netherlands to support water sector reforms. The authority participated in the Arab Water Ministers Council meeting and the ninth Cairo Water Week, proposing an urgent Arab initiative for water recovery and reconstruction of water and sanitation infrastructure in Gaza. The initiative aims to mobilize funding and technical expertise, along with a proposed framework for Euro-Mediterranean cooperation. The Palestinian water rights and reconstruction needs were affirmed, with an estimated cost of 2.9 billion dollars.

In the social development sector, the Ministry of Social Development and its partners in Gaza implemented 29,340 food interventions and 310 non-food interventions. They distributed 4,620 bread loaves, 2,670 bottles of potable water, and thousands of meals and vouchers. The ministry continued the 'Work for Cash' project in partnership with the World Food Programme, benefiting 250 individuals, including 120 women and 130 youth, as part of economic empowerment efforts. In the West Bank, 4,413 families received humanitarian and cash assistance.
