Spending against California's Proposition 40, a ballot measure to impose a special tax on billionaires, has exceeded $1 million per day, with the opposition's campaign spending reaching over $340 million. As the November 3 election approaches, polls indicate that voter support for the measure is waning.

Proposition 40 proposes a one-time tax of 5% on the wealth of billionaires residing in California. The measure, backed by California's largest healthcare workers' union, aims to compensate for federal healthcare funding cuts. However, opponents argue that the tax could drive billionaires out of the state, potentially harming California's economy and budget in the long term.

The opposition campaign, which includes prominent billionaires such as Google's Sergey Brin, Larry Page, and Eric Schmidt, has significantly outspent proponents. The opposition has raised over $340 million, while the union backing the tax has raised $32 million. This financial disparity has allowed the opposition to spend over $1 million per day in the first half of September alone, with projections suggesting they may spend up to $400 million by election day.

Polls conducted between August and mid-September initially showed voter support for Proposition 40, with margins ranging from 2% to 10%. However, a poll conducted in late September by the Independent Voter Project indicated a shift, with the opposition leading by 4%. The most recent poll, from the Manhattan Institute, showed the “no” vote ahead by 15 points. This shift in voter sentiment coincides with the increased spending by the opposition campaign.

Governor Gavin Newsom, a Democrat, has joined the opposition, expressing concerns that the tax could drive billionaires out of the state. Billionaire opponents have cited personal experiences and ideological beliefs in their opposition to the tax. For instance, Google co-founder Sergey Brin, who left California, has expressed fears that the tax could lead to a socialist society similar to the Soviet Union.

Proponents of the tax argue that the revenue generated would be crucial for addressing healthcare funding gaps left by federal cuts. They maintain that the tax is a necessary measure to ensure the state's financial stability and the well-being of its residents.

As the election nears, the battle over Proposition 40 continues to intensify, with both sides ramping up their efforts to sway voters. The outcome of this ballot measure will have significant implications for California's tax policies and economic future.
