Egypt Launches Major Housing Initiative with Private Sector

Egypt has launched a significant housing initiative, partnering with private sector companies to construct approximately 20,000 housing units across eight new cities. The initiative, announced on Tuesday, is part of the presidential 'Housing for All Egyptians' program, aiming to provide affordable homes for low-income citizens.
The partnership involves the New Urban Communities Authority, the Social Housing and Mortgage Finance Fund, and private sector companies specializing in real estate development, contracting, and investment. The collaboration aims to expand private sector participation in delivering affordable housing.
The partnership model allocates 80% of each project to affordable housing units, which will be offered to eligible citizens at set prices and conditions by the Social Housing and Mortgage Finance Fund. The remaining 20% will be allocated to residential units or commercial activities marketed at prevailing market prices. Private companies will receive land at preferential prices to balance the government's social objectives with private developers' investment returns.
Randa El-Menshawy, Egypt's minister of housing, utilities, and urban communities, emphasized the initiative's goal to leverage private developers' expertise and support the sustainable provision of suitable housing. This will be achieved through a clear division of responsibilities between government entities and the private sector, while maintaining the program's social objectives.
During the program's first phase, 104 real estate development companies submitted 137 applications to reserve 17 land plots, targeting the construction of around 20,000 housing units. Mortgage financing will be available to eligible beneficiaries at a declining interest rate of 8%, with repayment periods of up to 20 years.
The World Bank supports these private sector partnerships as a key component in addressing Egypt's housing needs.
