On 2 November 2023, the United Nations marked the 13th anniversary of the murder of two Radio France Internationale (RFI) journalists, Ghislaine Dupont and Claude Verlon, in Kidal, northern Mali. The event highlighted the worsening conditions for journalists, especially those operating in conflict zones.

In response to the 2013 murders, the UN General Assembly adopted a resolution designating 2 November as the International Day to End Impunity for Crimes against Journalists. This annual observance aims to raise awareness about the dangers faced by journalists and to call for an end to the impunity surrounding attacks on them.

The UN's spokesperson, Stéphane Dujarric, emphasized the escalating violence against journalists, particularly in areas of active conflict. He noted that while the overall number of journalist killings has not increased, the level of violence and the conditions under which journalists operate have deteriorated significantly. This trend is particularly alarming in regions where armed groups and extremists are active, making it increasingly difficult for journalists to carry out their work safely.

Dujarric pointed out that the situation is especially dire in regions where journalists are targeted not only by state actors but also by non-state armed groups. These groups often operate with impunity, making it challenging to hold perpetrators accountable. The spokesperson underscored the need for international support and protection for journalists working in high-risk areas, emphasizing that their safety is crucial for maintaining press freedom and democratic values.

In addition to the physical dangers, journalists in conflict zones also face psychological trauma, censorship, and legal harassment. The combination of these factors creates an environment where journalists are increasingly self-censoring to avoid reprisals, further undermining the flow of information in affected regions. The UN has called for greater international cooperation to address these challenges and to ensure that journalists can operate freely and safely.

The UN's efforts to protect journalists include advocacy, capacity-building, and support for legal frameworks that safeguard press freedom. The organization works closely with governments, civil society, and media organizations to promote a safe environment for journalists. However, despite these efforts, the situation remains precarious, with many journalists continuing to face significant risks in their daily work.

In conclusion, the UN's observations on the 13th anniversary of the RFI journalists' murder underscore the urgent need for international action to protect journalists, particularly in conflict zones. The escalating violence and deteriorating conditions highlight the critical role that journalists play in informing the public and holding power to account, and the importance of ensuring their safety and freedom to operate.
